LA VEGA GRANADA HISTORICAL SITE AS

In these days are producing a series of citizen initiatives and policies in relation to the possible declaration of the Vega of Granada and BIC, in the shape of the Historic Site, which would apply to the same formal recognition Vega and level of protection available to other economic areas of Granada and the Alhambra or the Cathedral. These initiatives are based on the application formally presented with this intention to the Provincial Office of Culture in June 2006 by the Platform Save the Vega, a request that has been very well received both by the Provincial Heritage Committee and by the Delegation, which has already begun work to prepare the declaration file.
As a driver, through Ophee of this initiative, and to the ignorance and confusion some assets outside the scope of what it means and implies this figure , wanted to move public opinion the key considerations of this proposal.
The declaration of the Vega of Granada Historic Site means, first, that takes an explicit recognition Vega and children (regardless of their condition territorial context of the city of Granada) of natural and cultural values is available, which is given every consideration possible, that in our legislation is that of BIC. That figure is applied Historic Site and not another is because the figure, from those in our legal system is best picks and protect what we believe is the main value of the Vega of Granada, which is neither natural nor cultural, but the overlap and interplay of both in the territory, forming a highly qualified landscape. We also have the precedent of its application in other similar areas, in the case of Grenada, in the Historic Site from the Alpujarras Media and Taha.
In this sense, many and very important cultural and natural values that we identify in the Vega of Granada: the river Genil and its various tributaries, the excellent alluvial soil fertility agricultural diverse tree stands, especially poplar, the remnants of architectural remains, technicians and the ill-fated space industrialization undertaken around the beets in the first half of the twentieth century's major archaeological sites, the important and diverse architectural heritage and urban locations they occupy different la Vega, the interest and diversity of activities, uses, skills, knowledge and other intangible assets associated, especially the various forms of agricultural de la Vega, the exemplary and cathartic presence of Federico García Lorca, whose departure to the capital, but permanent return to his family Disgusting (Valderrubio) symbolizes exactly what it is and we want to remain the Securities and assets Vega ... very relevant and salient, however, as mentioned, are diluted to the power of the whole, the unity resulting from their relationship, which is the main argument and true worth of the Vega of Granada.
An important aspect is that the real relationship we saw in the Vega corresponds to one of the values which are receiving care and support by international organizations, especially UNESCO and the Council of Europe, whose heritage is being formalized through the concept of cultural landscape, type it does not exist in our legislation, which is why we decided to propose one that most resembles the Historic Site. The international attention to such economic areas and the relevance of the values recognized in the Vega we can even consider the possibility of proposing the declaration of the Vega of Granada as World Heritage, which would return with renewed strength and intention arguments raised on several occasions by the institutions of the city to expand the limited recognition that is Granada Heritage World (Alhambra and Albaicín).
The declaration of the Vega of Granada Historic Site means, secondly, be applied to it the same system of protection under the law for Heritage historic areas, which already has a long and proven practical application, as well as an undeniable social acceptance, both in Granada in Spain. The general principle governing the protection system is the interconnection between local and regional administration. This is specified in which the municipality or municipalities affected by the declaration are obliged Historic Site, once that occurs the statement (which used to be managing the culture of Andalusia) to draft a Special Protection Plan or another form of planning. This means that the main instrument of protection is the planning, which clearly shows that the legislature's intention, as stated at historical sites, is to promote and ensure the functionality of these spaces (in the case of Vega Granada, agriculture and other activities compatible with their values.) For Therefore, we should banish the idea that a BIC statement only implies limitations, controls and discretionary enforcement of cultural administration. Ensuring the action of this administration is planning the instrument to be drafted (could be worth modifying existing plans) recognizes, respects and enhances the values that all citizens have identified as relevant in the Vega.
The fundamental difference of this system of protection with respect to that existing at present, in particular spatial contained in POTAUG, is that the declaration would give the Historic Site Vega recognition as space assets and irreversible permanent where different planning figures would function not as defining the space to be protected (which is what happens now) but as management tools in a space that is already recognized as protected. Thus, the constant threat of redevelopment, the specific amendment or revision of planning and hence the alteration and reduction of space must be protected or not disappear or be reduced considerably.
As a postscript to the above, just add people and groups who defend this statement as BIC can maintain the enthusiasm and confidence that the outstanding equity securities of the Vega of Granada, now so seriously threatened, preserving and bequeathed to future generations. Historic Site's statement can be a very valid, especially that sits in the interest of all citizens.
